I'll just give you the .txt file that I use that changes character names. This should work. Create a folder, name it whatever, "Names", in that folder, make a "resource" folder, then add this (closecaption_english.txt) in. Edit the text, save, then make a .vpk out of it, and you should get custom names.
In the "settings.txt" file you can change the value of the "scavenge_max_bots" option. Default value should be "2" but i mistakenly set it to "1", i'm sorry for that. If you want all of them to go scavenge you can set "4", but don't forget that the bots are vulnerable while scavenging, don't leave them alone for too long.
